But, why do you think some Pokemon are shinnies?

Mutation in the genes? I think it's most likely that there are specific genes in Pokemon DNA that controls color, and maybe there's a particular mutation that is common to all Pokemon.

It was stated that the red Gyarados was a side effect from Team Rocket making it evolve so it ended up keeping its red colour from when it was a Magikarp. This is probably an exception though, since that means that it evolved from a regular Magikarp... and in all other cases a Shiny is born Shiny... it doesn't become Shiny upon evolving.

I meant why some Pokemon are born shiny?
The mutation in the genes theory only work as long one of the parents is mutated as well
Because we're talking about a mutation, not a corruption

Maybe Shininess is a recessive trait caused by a combination of genes and it's rare because the exact combination doesn't occur very often.
Or maybe Shininess is similar to something like being albino (I mean, it's not the same thing since albinos have no pigment and Shiny Pokémon obviously do) but I mean something along those lines.
