A Shiny Jirachi will be available via serial code in Japan later this year. To obtain a code, players must buy a silicon wristband that is part of the Pokémon Christmas Party 2014 campaign.

What is it with all these convoluted methods of obtaining Pokemon... and mocking the rest of the world with Shiny Jirachi events? I would REALLY like to know.
