does anyone know how i can make a anime pokemon pictures of charizard look alike the shiny charizard

Changing the colours on an image from the anime depends on the quality of the image in question. If it's low quality, you'll have a tougher time. However, most advanced image editing programs (Paint.NET, Gimp, Photoshop, etc) have a magic wand selector that can grab large portions of the colour you want to change. After that, you'll be able to shift the hue of the area you selected, which is the best bet in something like that.
