Shinys in tournaments?

Im thinking of training my shiny Phanpy for my team, but are shiny's usually aloud competitively? I don't know if it is usually a rule that you cant use them because "Most shinys are hacked", which I've heard, but as far as I know its not true.

What I mean is,
I have seen on other websites that shinys are banned in tournaments. This is not a "The game will block the shiny from the battle" thing. I mean, in most tournaments, are shinys allowed? Sorry if I am confusing you.

Most sites ban shinys because often they are hacked. the odds of getting a shiny with a good nature and good Iv's is astronomical and like Tina said you should have used the simple questions thread.

Unless you chain using the Pokeradar and use a Schrononizer.
