should "Gravity" reduce power of special moves by half?

you know Einstein and how Gravity changes things in cosmos?
Why not change speed of pokemon or half power of special moves that need to make a distance to hit the target?
Trick room switches the speed, gravity affects only levitating and flying pokemon, light screen can half special damage, but it feels too small.
 
The majority of special attacks aren't even projectile-based, though. Most of them are beam-, bolt-, weather-, magic-, air-, sound-, electric-based attacks. None of those are going to be affected by gravity.
