Shouldn't Ash's Oshawott have evolved by now?

Ash's Oshawott is a odd little thing. Much like Squirtle, it's MUCH to powerful to simply remain in that form without even SOME hint of Evolution. With Bulbasaur it was evolution refusal. But Oshawott should have evolved AGES ago. At the very LEAST when it learned Aquajet. Now it knows HydroPump, one of the STRONGEST water moves in the game and is still in that form?
 
Not really. Ash has had plenty of Pokemon that've stayed unevolved and were strong anyway.
 
Merchandising. Simple as that. Piplup was a lucrative success in terms of merchandise, and it's obvious that they are attempting to replicate that success with Oshawott. I would love to see Oshawott evolve, but unfortunately the anime exists to sell shit.
 
Power based? Yes. Merchandise wise? No.

Although I think that Dewott is still pretty marketable for little kids.
