Serebiis generation 2 pokedex says that it may be found on route 45 in Silver and Crystal, but the Bulbapedia page says it is Silver only, which is it?

If you're asking if Skarmory can be found in GS, I believe I had read it's Silver/Crystal only. Otherwise, re-word your question =3
