Smartest and Dumbest Villains?

I am wondering who people think are the most idiotic and stupid bad guys are and the most smartest. In my opinion, the dumbest villain is Heath of the Sinis Trio from Pokemon Ranger Shadows of Almia. I mean, he pretends to be Keith and fails miserably, he can't talk proper english, and he always says things like 'Ah. My cute Rhyperior crush stupid Ranger child.'
I think that the smartest villain is Sabios, the leader of the Dark Temple in Pokemon Ranger Guardian Signs. I mean, he kidnaps Ravio, almost kidnaps the player, and would have succeeded if he knew about Celebi, he controls his boss, Ellios, who happens to be Ravio's father, and he seems to trick almost everyone!
I apologise instantly for by craziness about the Pokemon Ranger games.

The smartest villian by far is Ghetsis. I mean, he was not trying to take over Unova by brute force, rather trying to take it over my manipulating people to release their Pokemon. In my opinion, thats pretty smart.

The dumbest, is probly Team Galactic or New Team Rocket. I mean, the bosses and commanders were smart... But the grunts... I swear, they seam to all have droped out of elementary school.

The smartest is Ghetsis - he planned to take over the world and abused his son to the point to make him King and a hero to summon the legendary dragon. Talk about the ultimate human manipulation.

The dumbest is Maxie/Archie. Oh yes, drying out the earth or flooding it seems brilliant indeed.

Okay. Ghetsis is the smartest, and literally everyone else is dumb. That is what I get from it all so far XD

The smartest are Ghetsis and N, other than N was easiliy manipulated. The dumbest are obviously Jesse and James.
