Basicaly, which Gen had the smoothest animation sequenses when pokemon came out for battling. Personally, I think Gen II had the best.

You mean attack animation? If that's so, then Gen 3 and 4.
If you mean animation of the Pokémon, then HGSS.
Gen III ran at 60FPS, everything was extremelly smooth. Animations felt quick and would work for a battle.
In contrast, in Gen IV isn't that choppy, but that's what makes battles so SLOW. And the animations there were boring: Disort pokemon, effects, effects in the middle, effects in the opponent, disort opponent pokemon.
Crystal gets an honorable mention for individual animations, of course.
B/W aren't released, so they don't count. For what I've seen, the actual pokemon animation is gorgeous though, but the attacks seem boring.
