Ok, I've been completely shut down by hail stall teams, so I've decided to make one of my own.
Swampert
Nature: Relaxed
EVs: 240 HP / 216 Def / 52 SpA
Item: Leftovers
~ Earthquake
~ Ice Beam
~ Surf
~ Roar
I really like the idea of using this guy as a lead, because I always cringe when one of my opponents sends him out as a lead. I think it will also kind of disguise the fact that this team is hail stall, though my cover will be blown once I send out Abomasnow. But of course, his purpose is to allow sandstorm teams to activate their sandstorm so Abomasnow can switch in and replace it with hail.
Froslass
Nature: Timid
EVs: 32 HP / 224 SpA / 252 Spe
Item: Brightpowder
~ Thunder Wave
~ Spikes
~ Substitute
~ Blizzard
Froslass.. What an annoying little ice imp. Substitute on the switch, Thunder Wave to give the opponent a very low chance of getting off an attack, and spikes for the first layer of entry hazard. Blizzard for STAB and if she gets Taunted.

Nature: Bold
EVs: 220 HP / 240 Def / 48 Spe

Wow, what a brokenly annoying set. Sub on the switch, protect against the super effective attack to heal, Roar, repeat. Blizzard for STAB and Taunt. Unfortunately he's completely useless with no hail on the field.

Nature: Calm
EVs: 252 HP / 120 Def / 132 SpD
Item: Leftovers
~ Toxic Spikes
~ Rapid Spin
~ Surf
~ Sludge Bomb
Rapid spin, and second layer of entry hazard. Pretty straightforward, he's supposed to switch in on a special attacker and do his thing.

Nature: Lonely
EVs: 4 Atk / 252 SpA / 252 Spe

~ Leech Seed
~ Blizzard
~ Focus Punch
Sub seeder and hail activation. I'm actually going to keep Focus Punch for now because I don't have any other fighting coverage on this team, and I think I could possibly get off a sub punch. I'll see how it works though, and change it accordingly.

Nature: Sassy
IVs: 0 Spe
EVs: 252 HP / 52 Atk / 104 Def / 100 SpD
Item: Occa Berry
~ Earthquake
~ Gyro Ball
~ Hypnosis
~ Stealth Rock
Wall, and third layer of entry hazard. Hypnosis's accuracy is slightly dubious unfortunately. I probably rely on it a little too much to cripple switch ins.
So there you have it. I've had decent success with it on Shoddy, though I haven't played around with it enough to know for sure. Obviously if it were perfect I wouldn't be asking for suggestions.
