What has it actually done since it returned to Ash's team?

Nothing much, but the writers wouldn't have brought it back if they didn't have big plans for it.

I imagine it'll be in at least one Facility, and probably evolve before the region is over.

But I also think that it came back for a purpose and will probably evolve at some point.

Well, my believe is that Ash will use Phanpy (because it is a ground type pokemon) during his battle against Anabel and her Raikou at the Battle Tower.(in the manga there is reported Anabel having a Raikou, so,by chance, Ash will go with a good defense choosing Phanpy).

Wait, wait, Anabel has a Raikou? Is this from that manga that's been predicting the battles lately?

I doubt it, since The Battle Tower won't be for a while yet. We've got Tube and Palace first.

That isn't the same manga. That is from the Emerald manga, but the one we have found reliable for the last two is a different one.

A little point of interest about Phanpy. The latest Japanese Meiji Promo card set contained the following:
Forretress
Marshtomp
Corphish
Eevee, Vaporeon, Jolteon, Flareon.
Donphan

along with some Delta Species based cards. Maybe it's just a coincidence, maybe it's not.

On topic: No one has really proven that Phanpy will be used in a Frontier Battle. Like Argy said, all it did was use Hidden Power in one episode.

The region just started, Phanpy has been used as much as most of Ash's captures. Mostly getting roles in filler episodes until it's major climax.
