So, who is Diamond and Pearls Bill/Lannette?

Is it the girl in Kotobuki City, Mizuki, who gives you an Eevee?

It is arguable that Bill really is the original developer. In the Japanese versions of Ruby, Sapphire and Emerald, he describes himself in a letter to Lanette as the co-developer.

Mizuki is not on-par with Bill and Lanette, and is rather more like Bridgette. She only mentions Bill, in relation to the Eevee which is said to have been found in Johto and given to her as a gift.

This brings up the inevitable question--how many Eevee did Bill find in Johto, and does the Time Capsule still exist?
 
He says that he "played a part" in it's development. By that I think he means, he had the original, but Lanette made it into something better.

I'm guessing they're quite common in the Pokemon World. Either that, or Bill is/knows an Eevee breeder who doesn't mind providing him with free pups for needy trainers.

NOA is here in Washington, after all. Redmond, to be exact. Which is not at all far away from Microsoft HQ. Probably Bill Gates had Steve Ballmer give them an offer they couldn't refuse. xD
Off topic, if there was any justice in the world, NOA would open up a big Nintendo store in Seattle. :D
 
Actually... Microsoft is pretty much across the street from NOA. Shoot, it's in
every which direction next to NOA. I'm surprised that Nintendo even has it's
lot to begin with. My uncle took me there while I was on my excursion
through Washington (He lives in Olympia) and he was generous enough to
take me up to the companies.

I was on the Microsoft Campus.. and they don't call it a campus for nothing.
The place is HUGE. When I got over to Nintendo, I was frankly disappointed.
Seriously, Nintendo has at best, 2 buildings there. Microsoft literally surrounds
the little Nintendo area. If you could imagine any kind of political boundary,
it would be what you got if Nintendo were Andorra and Microsoft were all of Spain.
