I just felt like using Christmas 2005 today, and noticed that my side-to-side scroll bar doesn't come up at all.

When I'm using NeoClassic, after posting, the page jumps to where there's no space between someone's username and where the page ends to the left.

It's actually kind of annoying, why is there that big space on the right? Because it looks like if that was just like an inch shorter the page would fit.
 
On my screen (I'm using NeoClassic), the bottom scroll bar exists because the top menu stretches things out (from, roughly the "Links" in "Quick Links" on to the right). Don't know if this is true with you, or not. But it explains things, and also why you might not notice why it's stretching (it is a very small piece of the screen that's doing it after all).
 
1- The page jump after "going to last post" or usin arrow tags on a quote

2- How it's less annoying to read

3- Where the menu stretches out the screen
