Special item on postbits and user profiles of members that are staff members

As of now, the only thing we can differentiate staff members from regular members is the fact that their usernames are italized or bolded or both. While this is useful most of the time, it is also not immediately obvious. Also, some browsers do not show such formatting.

I would suggest that an extra item is added to a staff member's postbit and profile that makes it obvious that said member is a staff member.

(Remember the Donor banner that evkl has? I'm thinking of using banners for such purpose.)

And PokéBeach, Smogon (no they don't), and most other forums out there, actually.

It's going to be implemented at some time in the next couple of months. We just need to figure out what they'll look like. We're intending to have things to show not only forum powers, but also for people without forum powers who are staff on other Bulba projects ('pedia, news, etc).
