Spinarak Question

Okay, so, according to Bulbapedia's Spinarak page, in the trivia it states "Spinarak was created through a children's Pokémon design activity in the American TCG League". However, no further information is listed. I have googled the heck out of this and frankly, I refuse to believe something like that without proof. What's more, is that every site in existence seems to repeat that fact, but no one says the specifics. How do we know that it came from a TCG activity? Frankly, by the time we (Americans) got Pokemon Gen 1 (in 1999), Gen 2 was already developed in Japan. I just find this whole pill really hard to swallow without any concrete evidence. Please, if anyone knows anything about this "fact", I'm dying to know more.
 
While I too would like to know more on this issue, Gen II was not developed, as in finished, but more like in development, if I recall, there was a lot of delays. There was at least a few months between the release of RB in North America and the release of GS in Japan.

I find it strange a wiki to confirm anything...
