Stat reducing berries

Can you use stat reducing berries to take away EV's earned in battles and then re-EV train the pokemon?
 
Yes, but it's quite limited. I'm not quite sure how limited as I used these berries after finishing EV training, I used 2 of a Kelpsy berries and tried to enhance Speed, but I was only able to use one Carbos (even though I hadn't used a Carbos nor had I EV trained passed 255). So I'm not sure why I was stopped from using another boost.

I tried this on another pokemon, reducing a stat it didn't need (which I also fully EV trained) and enhanced a stat I didn't raise all that much. Needless to say, I was only able to give it one stat enhancer.

I'm not sure why the limit, but I'm sure someone may be able to explain things much better.
