Steel is super-effective against rock

Onix loses. All your base are belong to Steelix.

Steelix, without a lie. Not only it has better stats than Onix, it holds a type advantage over Onix (Steel trumps Rock), as well as a broader move pool. And it doesn't seem like much of an RPG, no.
 
Onix. He can learn Ground-moves (well, so can Steelix...) and is faster.
(THIS IS NOT A RP. Plus, Onix VS. Steelix is not the ultimate battle.)
