Steelix's Moves

Does anyone else think it's strange that Steelix is the only Steel-type that can't learn Iron Defense? I checked. Every single other Steel-type Pokémon can learn Iron defense. It's crazy!!!

Or does it not learn it because it already has a super high defense stat?
