If Stomp was a weight based move like Heavy-Slam which pokemon that can learn it would it be most effective with?

I don't really see how this is much of a discussion given that the answer to who would be most effective if it worked on the Pokemon's weight, just like every move that calculates its power from the user's weight is "The heaviest Pokemon that learns it"
