Struggle?

(I'm posting this here because, for some reason, Struggle's talk page is locked.)

In the wiki, Struggle is listed as a Normal move, but in my experience, it behaves a lot more like the neutral-to-every-type ??? type. I just edited the ??? page to say as such, but since the Struggle page is unchangable, this doesn't make too much sense... Does hacked game data say that Struggle is a Normal move with special properties, or does the Struggle page need to be changed?
 
In the game's data, Struggle is a Normal Type attack that doesn't follow the resistance chart and doesn't use STAB
 
So basically it is nominally a Normal type attack, but in effect it is typeless?
 
So how come it affects Shedinja? Even if it's Normal or typeless, it's not super-effective against Ghost or Bug.
