Stuck in HeartGold! HELP!

Hey, I'm epicly stuck.

I've played the original Gold and Silver, so I've been around. But...

The next thing I'm supposed to do is talk to the Gym Leader in the Lighthouse in Olivine, but the door at the top to get to her is closed.
I don't know what to do!

- I've beaten every possible Gym that I can at this moment.
- I've triggered Suicune in Cianwood.
- I have every possible HM at the moment.
- I snuffed out the fake souvinear shop with Lance. (And caught the Red Gyarados. Heheh.)

Friends tell me the Radio Tower in Goldenrod should have been taken over by Team Rocket after beating Pryce, the Mahogony Gym Leader, but IT HASN'T BEEN. They're still just standing there looking at it.
What else do I still need to do??? HELP.

Note: Dunno if it matters, but my version is HeartGold.
Note again: I caught Raikou. Woooh.
