Most likely. A lot of Gen II Pokémon that appeared even in Gen III and IV didn't get updated. Azumarill comes to mind, despite the fact that Marill did get updated.

Like DHG said, we've seen many new Sugimori artwork for the Pokémon already.
 
I believe even when FRLG was released, there was some updated artwork for a meager handful of GSC Pokemon.

So yeah, we're already at that stage.
 
Why not?
HG/SS is just the same as FR/LG, so we should see some more Sugimori artwork.
 
The middle one is an anime-style artwork, not a Sugimori.

And it's of course confirmed that he's gonna redraw the Johto Pokemon. All but the ones which got drawn for FR/LG.
 
The original HG/SS reveal scan had the new artwork for all the Johto Pokemon included on it in the background.

So, obviously, yes - considering we've already seen them.

Actually you got wrong these. The second image wasn't a redo, but original Sugimori artwork for Red and Green (though this one comes from an anime version of the artwork), later redone for Blue as the image you posted first (which is the one we got when RB came out). But yes, he's already redrawing Gen II Pokés, even those that have already been redrawn for FRLG and Emerald.

@Don't Hug Lucario!: the GenII Pokés that he redrawn for FRLG weren't "random ones", but the ones you could catch in those remakes.

@Dr. Oak: I've never seen here, nor anywhere else, the scan with all the 100 Gen II redrawns, where did you get to see it?
 
You must remember that remakes are normally solely so that people of newer generations can experience older games.

It simply wouldn't do to have all the old art in this time, would it?
