Case in point: Carvine and Tangela are both known for their vine-like appendages. However, Tangela, which lacked an evolution prior to Generation IV, obtained an evolution in the form of Tangrowth, a larger version of Tangela with stubby (de-evolved if you ask me) feet and odd “pseudo-hands”. Tangela would have been a great pre-evolutionary stage for Carnivine (which certainly would have befitted from the base-stat boost bonus gained through evolution). Instead, one more awkward evolution replaced a “standalone” Pokémon (Tangela) and yet another standalone Pokémon (Carnivine) was left out from the delights of evolution.
