This is a fan manga called "Tales of a Team Aqua Suicune" (this is a prologue manga BTW)
Short Summary: It's about this Team Aqua Admin named Kitori Sotoma, who is the daughter of Wes and Rui (mistakenly in the manga its "Seth and Yui") who were killed by the Cipher admin, Venus, and her Suicune. and to prevent spoilers, this is all I can say.
