Someone on pokeani said Kenny and Galactic appear... and Kenny really appears - why not to believe him also about Galactic? they can find other summaries from TV guides or other magazines...
The evolution is 100% and they clearly revealed the Pokémon's name on the magazine but in pokeani they are not allowed to say the name of the Pokémon that evolves
So they only gave a hint that it's a monkey

The Kengo thingy could be just a guess.

Many people wanted to see Kengo in the upcoming contest. They didn't see one in Yosuga, so they started to wank that he's going to pop in in Zui. And he did.

So, Kengo could be just a wise guess.

I also DO want TG (especially Saturn and Akagi) to appear. I hope they appear someday because lack of them spoils the anime's correspondence to games. But official sources they are NOT going to appear in that episode.

No official source says they are not going to appear. Nobody had any clue they were even going to appear (however briefly) in DP036 either. A quote from Blackjack that exemplifies the surprise of that appearance: "GALACTIC! FUCK YEAH!"
