Team Rocket member from a FOREIGN COUNTRY?!!!!

In the G/S/C games, when you are in Cerulean City, you see the Team Rocket member speaking in broken English that stole the Machine Part from the Power Plant. Do you think he is from Russia or what, because that is what I think?

He sounds more like he's imitating Yoda or something.

In the Japanese version of the game he's using mostly katakana-ised English, so I'd say it's safe to assume he's from America or the UK or some other English-speaking country.
