I was watching BACK TO THE BASICS TEAM ROCKET and they said that there first robot was nt electric proof?

when was there first robot and what episode was it in?
was it really not eletric proof?

Their first robot/contraption was in Misty's Gym Match with Ash. It wasn't electricity proof.

Their first "Mecha" was the Meowth Balloon, followed by a Flying Stadium in "Bulbasaur and the Hidden Village"

Wasn't that more stolen property than their first actual Mech? I mean, the closest to a real Mech that was stolen was the mech in Buneary's debut episode, which even then, they only stole mechanical parts to build it, they didn't steal the whole machine (which the Hose machine was implied to be the exact same machine that was stolen by TR.)
