Ten Question Marks with NO Gameshark in

So I was chasing after Suicune in FireRed, with a level 49 Groudon first in my party, and a max repel on. I'm surfing just east of the seafoam islands, and suddenly I get jumped by a wild pokemon.
I though it would be the Suicune, but instead I see a level six TenQuestionMarks, asleep. So for one thing, I'm wondering how a level six anything could get by a level 48 max repel, also I read that the TenQuestionMarks only happens with a gameshark, which I did NOT have in.
On an interesting note, the Suicune no longer seems to be roaming Kanto, that happening after I caught the TenQuestionMarks.

What happened here?
Has anyone else had this happen, or heard about it happening to anyone?
Is my game ruined?
Can I not catch Suicune now?
 
Another side note,
In my pc, the TenQuestionMarks cannot be moved or withdrawn, anytime I try, I simply get bad eggs,
Should I release it?
 
From the way you're saying it, it sounds like there wasn't a gameshark in at the time, but there has been in the past. If you hack your game at any time, don't be surprised if it's fucked up in the future.

Yes It has been hacked before, but no problems till now.

Question was answered, I can't see any non-hacking discussion coming from this thread.
