The Chat won't work

Whenever I'm using the wifi in the lounge at my college, the chat won't run. Is this because their connection is protected?

Does any other Java app work or something? I dunno if the other chat works on Java, since I don't go there, but if it does... yeah.
 
Well, I downloaded the mIRC as well, but I get pretty much the same message.
 
IRC connections typically don't work at college campuses because of port filtering. They block a wide scanning of ports to prevent file sharing, thereby cutting off IRC connections among other things.

Just something you'll have to deal with at school, probably--especially on the wireless network, wired for some reason are less policed where I go.
