To perform the glitch, the player must use a Pomeg Berry on a Pokémon to lower the HP when it is low. Since the Pomeg Berry lowers HP by 10 or more EV points, the HP stat of the Pokémon becomes for example -1, which the game interprets as 65,535 because the byte managing HP is unsigned (displayed as "?35"). In Generation IV, the glitch still exists but must be performed on a Pokémon with greater than four health. (This is possible, because if the player exploits the glitch with a Pokémon which has over 100 EVs in HP, its EVs in HP will be reset to 100).

i know how to do it myself but figured it would be good to have that info in this forum - and my posts aren't the easiest to read...

There is a glitch with the GTS that allows Pokémon to evolve by being traded, but without actually trading them. Players must first place a Pokémon that evolves by trading it (with the correct held item, like Metal Coat for Scyther or Electirizer for Electabuzz) onto the GTS. To prevent the deposited Pokémon from being traded away, players should request an impossible trade, such as a level 9 and under Mewtwo.
The player must then search for a Pokémon on the GTS and trade for it. After this has been done, returning to the Pokémon that was placed on the GTS by the player and taking it back will cause it to evolve. Players, of course, must be careful with this, as the Pokémon can, in fact, be traded if the trade is not unreasonable enough.
It is possible that this was intentional, however. The risk of not being able to reacquire a Pokémon while trying to evolve it through trade evolution over the GTS is very great and this could have been a planned countermeasure. The requirement (a trade) must still be met in order for the Pokémon to evolve, but this system would prevent a player from potentially losing the Pokémon they wanted to evolve.

how do i RNG for shiny legends in Platinum? ideally i'd like to get a decent nature but the IV's don't really bother me

Same way you RNG regular legends, but search for shiny frames instead of normal frames. Is there something you need help with specifically?

Oh, do you mean shiny eggs only or RNG for IVs? If you mean shinyness only, you need to go read the Smogon guides on how to RNG.
Start with the basics (Common information for RNG'ing or whatever it's called). Then read through the page on capturing Pokemon (Legends). I can answer questions for you but it would be much easier if you read through the information first.

i read it for 3 days & came out none the wiser... there's a lot of info on there that surely could be narrowed down to what i need to know (i hope!)

Smogon has nice guides for all types of RNG. When they crack the B/W RNG that's where you'll be able to find those guides as well.

Only if you are planning to enter a nintendo tourny. If you are, be real paranoid and don't trade with anyone, since having a hack in your game can cause you to get kicked out.
And GTS counts too, since there is already pokesav for gen V.
And for sendpkm, you need sendpkm.py, the 2 files that go with it, and python.
