The Elusive Flying Pikachu.... is there something I'm missing?

I realize that the Flying Pikachu is rare, but goddamn, I walked 19,000 steps on Friday and used up literally all of the watts I earned looking for the Flying Pikachu with no luck. I found a ton of normal Pikachus and 2 Surfing ones (although I already have a Surfing Pikachu from my PBR). Am I just unlucky, or is there a trick to this thing?
 
I don't see any trick to it. I got 3 flying pika's in a few days, so I think it's just pure luck.
But I never got any Surfing ones...

These flying pika's really get you a ton in the Offering station... xP

Is the only way to check their moves by sending them back to the game and checking the box? Or are they always the ones with more than one exclamation mark when you are searching?
 
Each course has six available Pokemon, split into three different groups: A, B, and C. When you send your Pokemon on a walk and chose your route, the Walker picks one Pokemon from each group at random, and those three Pokemon are the only ones you can encounter on your current stroll. The Surfing and Flying Pikachu are both in Group A, so if you find one, you'll have to start a new stroll to try and get the other.
 
in my experience with the yellow forest, if you're hunting down the HM pikas, ur best bet is to hunt for the 2 !(lazy to write the word) or more pikas. Since both HM pikas are under Group A, each time u send a pokemon over to the forest, you can only get either surf or fly. IMO, i say it requires luck for the HM u want; and patience, as u need a lot of it to get the 2 ! or more pikas.

Also, the rarity is less than 10% or something. Serebii figured out the calculations.
