The Essential Pokemon Book of Joy: Funny Thing

So I was at my local Barnes and Noble today, and found a book called "The Essential Pokemon Book of Joy" (BTW, it was an authorized version), which is a collection of pokemon quotes. I decided to have a look and I saw a specific page about friendship.

And there was a picture directly from SS027, which despite its UNAIRED status in the US, there it was. I wonder why this picture exists despite the episode not airing in the US? Leave any speculation below...

According to Bill Roger's (Voice actor of Brock) Facebook post, TCPi isn't interested into airing it. However, the picture seems to indicate otherwise.

No it's not. They don't need it to air to just use a picture from it. They can get it from the internet.

Then it wouldn't really be an authorized (litterally says it in the front cover) book wouldn't it?
