The First Elite Four?

I was contemplating on the history of the Pokemon League and who the first Elite Four were and how the title came to be. Of course the games, the manga nor the anime have told us or even hinted what it was but I was thinking of what the original Elite Four would have been and this is what I came up with:

Keep in mind i'm trying to picture this in a more realistic history where many elemental types haven't been discovered, no pokemon beyond generation II had been discovered or captured and evolutionary stones were new and rare and only used by high class trainers. So this is what I got.

1. Grass
Parasect / Tangela / Arbok / Exeggutor / Venusaur

2. Fire
Rapidash / Rhydon / Arcanine / Magmar / Charizard

3. Water
Seaking / Cloyster / Tentacruel / Gyarados / Blastoise

4. Electric
Electrode / Pikachu / Electabuzz / Magneton / Raichu

Yes, I know have the four starter Pokemon of Kanto in there for each person, it would explain how the starter Pokemon came to be and why it was those three with Pikachu as an alternative.

Aren't the Elite Four supposed to be the highest-class trainers?

It probably came to be from some association of powerful trainers. And if it was made before a thing like a pokédex was even thought of, maybe one could even have had a legendary.

Also, while the members of the Elite 4 specialize in uncommon types for their attacks, the first probably had ones like fire pokemon and such, that were powerful in the right situations, but with several ways to completelly counter them. Eventually being defeated by trainers with more and more strategy as pokemon battling became more popular.
 
I was going to say that the pokemon HQ was in Kanto becouse of Johto... but I forgot Hoenn and Sinnoh had theirs. And not only that, but doesn't Sinnoh supposedly happen simultaneously with Johto too...?

Then again, it's not like there's much consistency with different pokemon being discovered... Considering Steel types were recently discovered in johto, but in Sinnoh they had data on >200 more pokemon.
