The Giovanni Event

I'm confused about the Giovanni Event in HG/SS. Now as far as I can gather, using a celebi the player can go back in time to find out Giovanni is Silver's father and eventually battle him at Tojo Falls. However it has come to my attention that the alledged necissary celebi, the one commemorating the newest pokemon movie hasn't been released yet. Despite this there is numerous footage (especially on YouTube) of players activating the Giovanni Event with a celebi, even in the english games.

What does this mean? That any legit celebi can activate the event? That even hacked Celebi can activate it?

The Celebi in question has to have been obtained via a "fateful encounter", so all someone has to do is hack one like that, unless there's a different fateful encounter event Celebi out. There probably is, I'm not sure exactly.

The event in question can't legitimately be activated yet. A fateful encounter Celebi (the first Celebi giveaway since Gen III) will be given out in Japan beginning July 10th, when you go to a theatre to watch Movie 13. If you can get a clone of that Celebi, it should activate the event. It's either that or waiting until the Celebi is distributed outside Japan, or hacking one yourself.
