Use flamethrower instead of fire blast on ninetales for accuracy, I would suggest aeromatherapy over light screen on blissey and ice beam over fire blast.
 
Fire Blast isn't that bad of an option considering it is passing around Toxic and things like Machamp, Breloom and Heracross would love that. Once you let it be known that you are using Toxic, its just a matter of prediction whether these guys will switch in, then you hit Heracross and Breloom with Fire Blast.

Psychic provides absolutely no coverage for Starmie and you are better off using Rapid Spin to support your team, even if it is a Choice Item Pokemon.

Everything else I don't have a problem with, except I wouldn't lead with Drapion. I'd also give Drapion a defensive spread, considering that it usually is a defensive Pokemon, and does not shine at beign a sweeper.

?_? Why is it Rash? There's no point in having a Rash nature unless you're running Explosion.

why micle berry on gengar if you want to raise accuracy use wide lens.

Stargazer has Item clause? Thats single battle right? Also many things would be better than a micle berry on gengar which only activates when its low on health such as Wiseglasses, Choice Scarf, life orb and Choice Specs

Okay, I'll use Wise Glasses (I'm using my only Life Orb on Porygon-Z and the Choice items are useless with Hypnosis).
 
Shiny Noctowl, next time, tell us ont he first post what this team is for. This RMT is for both ingames (whihc has many battle stypes) and also competitive wifi and shoddy.

If I knew that, I would have told you to lead with both Gengar and Ninetales because of their speed and Hypnosis. The fact that PBR has no sleep clause means you can abuse the sleep status.

Focus Sash is also the biggest waste of an item in double battles, especially on a Pokemon like Deoxys-E who can actually take a hit. The whole point of Focus Sash is to give a defensively weak Pokemon an extra turn, but with Stargazer, which I believe is double battle, your focus sash may just be wasted.

I was intending to use it for both the in-game double battles in Stargazer Colosseum and the player-vs.-player single battles in the random Wi-Fi.
