The old E4

The E4 seem to change after I get the 16 badges, and they become much stronger, which makes it impossible for me to battle them to level up my Pokemon who are in their mid 50s.

So is there any way I can battle the old E4?

If not, is there anywhere where I can train that is not Mt. Silver, cuz they don't give enough Exp. most of the time, apart from the occasional ones.

The stronger Elite 4 is the only Elite four you can ever fight again. Other than Mt. Silver, you can train in Cerulean Cave. Some good Pokemon there to beat up.

BTW, I just came across the re-battling gym leaders thingy while browsing the forum. How does it actually work?
Also can I battle them over and over again like the E4 or do I only get to battle them once in certain days/times?

I think you're able to battle them multiple times during that time of day you can call them up. So for instance, Blue is Sunday night. Call him up, fight a rematch, win. Call him up, fight a rematch, win. You can keep doing this over and over until Sunday night is over. From what it sounds you can battle them as much as you want.
