Who would you cast as each character? They don't have to be Pokemon anime actors, BTW. Here is mine:

Blue/Green (girl) - Amy Birnbaum (or Rachael Lillis)

Red - Veronica Taylor (or Michelle Knotz when he's in his FRLG outfit; her Pokemon Trainer voice in Brawl is pretty good.)

Yellow - I'd choose Maddie Blaustein if she were still here, but since she's not, then Eileen Stevens

Blue/Green (boy) - James Cathcart Carter *gasp*

Professor Oak - Stuart Zagnit (bet you thought I'd say JCC again)

Gold - Bill Rogers (he's Tucker, so why not?)

Silver - J. Michael Tatum

Crystal - Annie Pondel

Ruby - Eric Stuart

Sapphire - Veronica Taylor

Don't care about Emerald.

Dia - Bill Timoney (or Colleen Clinkenbeard)

Those are good choices but this is about the dub, though you are free to put seiyuu alongside American VAs.

Why does it have to mainly be about the dub though? It's a Japanese product. That, and I'm hardly familiar with English voice actors (for anime) outside of the common ones like Johnny Yong Bosch and Steven Blum.

Tara Strong may be an ideal choice to voice any of the female characters, she's proven to be very versatile. And I can see Yuri Lowenthal voicing Black. Maybe Shiba (Bruno here) would be voiced by Crispin Freeman?

On the Japanese side of things, I think it would be ideal for the anime professors to reprise their roles for their Special counterparts. Unshou Ishizuka is *the* Dr. Orchid in my book. Also, I personally would find it fitting for Yuuji Ueda, Mayumi Iizuka, Masachiku Ichimura, Kae Araki, and Fumihiko Tachiki to reprise their roles as Takeshi, Kasumi, Mewtwo, Natsume, and Matis respectively for Pokemon Special. I could also see Ryou Horikawa voicing Wataru (no, not just because he looks like Vegeta ).

Akio Ohtsuka would do a great Shiba.

Megumi is a great seiyuu, but I always thought Mamoru Miyano would be the better choice for Ruby.

Steven Blum is a freaking amazing voice actor and one of the "gods" of it, IMO. He can go from Spike to Makoto Shishio to Vilgax to the Green Goblin...god, the man is amazing. Wendee Lee is also excellent as well.

Tara Strong is one of the best VAs we have in North America. She can play characters from Batgirl to Timmy Turner in an instant and make them sound completely different.

I'm actually very fond of Yuri Lowenthal. I like him as Sasuke, Ben Tennyson, and in many other roles.

Steven Blum is a freaking amazing voice actor and one of the "gods" of it, IMO. He can go from Spike to Makoto Shishio to Vilgax to the Green Goblin...god, the man is amazing. Wendee Lee is also excellent as well.

My favorite Steven Blum roles are Mugen from Samurai Champloo and Spike from Cowboy Bebop, and of course, I can't forget his role as Toonami's Tom. The guy's just a really good voice actor, and it was just last year that I found out he voiced Guilmon in the Digimon Tamers dub. Come to think of it, he'd make a great Denji for Pokemon Special.

Speaking of Mugen, Jin's voice actor (Kirk Thornton) was also really good - I also liked his role as Jade from Tales of the Abyss. He'd be able to play any badass/snarky character with ease.

I'm actually very fond of Yuri Lowenthal. I like him as Sasuke, Ben Tennyson, and in many other roles.

It's his role as Luke fon Fabre (Tales of the Abyss) and Haru (Rave Master dub, though that dub was horrible) that really made me consider him a viable option for Black. He just has this "teen main character" vibe to his voice.
