There has been talk over the years about Ash's Father being Giovanni of Team Rocket. Let's say that rumor was true (though, I personally am not seeing a whole lot of ways it could be), what exactly would be the ramifications of that scenario?

If Giovanni was Ash's father, what would happen if the TRio or any of the other TR members the MC have met found out about it?

Would Officer Jenny (any one of them) have to arrest him for that?

and more to the point, if this was true, what kind strain would this put between Ash and Delia?

Why would Ash being related to Giovanni result in his arrest? He wouldn't have any involvement with Team Rocket's decisions, would have no knowledge of Giovanni being his father and is actively against groups like Team Rocket. You don't arrest people just because they're related to criminals. They can be brought in for questioning, but that isn't the same thing as being arrested and since Ash wouldn't know much of anything about Giovanni, he wouldn't be able to answer too many questions. There would be no good reason to arrest Ash if he was related to Giovanni.

The whole fan theory of Giovanni being Ash's father always seemed likes something more fitting for a fan-ficition than the actual show to me. While it could be interesting and provide some personal drama for Ash, that really isn't what the show is about. They wouldn't want to add in so much family drama to where Ash actively dislikes his father and gets upset at his mother for probably hiding who his father really was this whole time. It can provide for an interesting fan-ficition, but it just wouldn't fit with the actual show in my opinion.
 
That's just an urban legend that's been around since the first season, and I doubt it's true. If it was, it would be an interesting plot twist, but I highly doubt Ash would be arrested for it, as it would seem far too unrealistic.

Besides, Giovanni already has a canonical son in the games and manga in the form of Silver, who doesn't exist in the anime, and the closest counterpart we have in the anime (Paul) doesn't have any hints that he could be related to Giovanni at all. Regardless of Giovanni's (mostly non-existant) relation with Ash, I still wonder what Ash's real father is like.
