The Rival at Pokemon Tower and his comment about Cubone & Marowak

I just defeated my rival at Pokémon Tower in Fire Red during my Meowth/Persian Solo Run. After defeating them, he states that: He caught a Cubone, but can't find Marowak. Then he wonders if there are any Marowak left.

How can there be no Marowak left? He has a Cubone. For Marowak to be extinct, Cubone would have to be extinct. Makes no sense to me.

I suppose that would make sense. You don't find wild Marowak in Pokémon Tower. Well, you do, but you can't catch it and it's a scripted encounter.

Even so, Wild Marowak can be caught at Victory Road, so the comment makes no sense whatsoever anyways, especially since it says: Any Marowak left... implying he is talking about the whole region instead of Pokemon Tower.

Since he cant get into Victory Road at that time... maybe he is simpily unaware that there are Marowak there.
