Theory: Chimecho was originally a legendary Pokemon

It has long been speculated as to why Chemecho's index number is the last of all Generation III Pokemon prior to XD: Gale of Darkness, even coming after Deoxys. Some think it could have been added late into Ruby and Sapphire's development. However, I think it could also be possible that it was originally created as a 'new Mew'. Though its stats are nothing like the others, there are some similarities.

Evidence in support:
*Its index number being the last of all Gen III Pokemon, which are all in National Dex order.
*It is a small, Psychic-type Pokemon
*Its height, 2'00"/0.6m, is identical to that of Celebi
*Its weight, 2.2lbs/1.0kg is similar to the other 'new Mews', being almost identical to Jirachi's, which is 2.4lbs/1.1kg
*Its catch rate, 45, is identical to that of Mew, Celebi, and Shaymin

Does anyone else think this could be possible?
 
If it had been a legendary, it would have been a pretty damn bad legendary.
That's an interesting idea... maybe they had planned it, but they decided to go with Jirachi instead.
 
Yeah, that could be the reason why Chingling didn't come until Gen IV. If Chimecho was supposed to be a legendary, it would probably have been made worse to make it feel normal.

Depends how you define "Legendary" - legendary troll maybe xD

Personally, I doubt Chimecho was supposed to be a legendary. My guess for it's late index number was due to it being added late in the game. Maybe, after deciding to save Shellos and Gastrodon for Diamond and Pearl, they felt like they had to add something in to make up for that? After all, if it was supposed to be the "New Mew", wouldn't it come before Deoxys?
 
The catch rate thing is intriguing until you realise that 45 is pretty much the "default" catch rate, and is used for a lot of single-stage Pokémon. I think it's more likely that whoever was in charge of constructing the data tables was just absent-minded - this is also the Gen that screwed up Azurill's gender ratio, after all.

Erm, anyways. I don't see why not? Even if they can be ignored as coincidences, I really doubt that.
 
Chimecho's Index No./placing is most strange... Chimecho's typing, weight and size all make it fit for the mold, I guess, but they aren't necessarily significant evidence--though they are evidence, I guess.

Chimecho would probably have had the 100-all stat mold if it did end up a legendary.

Joking aside, I hadn't ever thought about Chimecho being like that. I'm guessing not, though, since they had James catch one. Even if it had been decided not to be a legendary at the last minute, they would have had to replan a large part of the Hoenn seasons.
 
Maye they intended it to be a legendary but went for Jirachi instead. From what I see, Chimecho looks like a steel bell, and could've made up for the Steel/Psychic legendary. But I don't know what happened during the makings - chimecho was dumped and the Wish pokemon was made legendary instead.
 
Could be a last minute change, it wouldn't be too surprising. Chimecho seems to me like one of those Pokemon that wastes Pokedex space now. This reminds me of the whole Missingo/Cubone/Kangaskan argument.
 
I never thought of Chimecho as a legendary, but it's an interesting theory. It could have been an original plan, but even if it was a legendary made late then they would have had to redo a lot of Hoenn Legend, so I doubt it. Also in the Anime james had a Chimecho and they wouldn't have done that.
 
Even though I don't think so, perhaps Chimecho was the original Jirachi, as in, it was Jirachi, but then the Wish-making star motif came to mind and they dropped Jiramecho, only then when all mons had been made, they realized that they could use the scrapped Pokémon, even if he was not a legend anymore.
