Thoughts on Octillery this Generation?

So, with Gen 5 comes an upgraded version of our Octopus friend known as Octillery. It gets the Dream World ability "Moody", which raises a random stat +2 and decreases another random stat -1, including Evasion and Accuracy. If it doesn't get much usage, then it will definitely play an epic boss role in the lower tiers. Let's look at a few movesets that Octilery can make use of:

Octillery @ Leftovers
Trait: Moody
EVs: 248 HP / 252 Atk / 8 SDef
Adamant Nature (+Atk, -SAtk)
- Substitute
- Protect
- Surf
- Toxic

So, this is going to be the most annoying set of all for Octillery in this gen. As previously stated, Moody, it's new Dream World ability increases one random stat by +2 and decreasing another by -1. At first, you would think this is totally useless and meaningless, but believe me, this and other Moody users become epic monsters and will probably cause major rage. Moody users will Sub + Protect until they get a +2 Evasion boost, causing all 100% accuracy moves to become 60% accuracy, the equivalent of Hyponosis. This is already going to nerf most attacks, because who uses 100% accuracy moves like Shock Wave anyway? However, the stall can be checked with a Taunt user, and the stat boosts can be nullified with a Haze/Clear Smog user. Best used on a Baton Pass team.

Octillery @ Scope Lens
Trait: Sniper
EVs: 252 HP / 252 SAtk / 4 Spd
Modest Nature (+SAtk, -Atk)
- Octazooka
- Scald
- Charge Beam
- Soak

Even though it will be seldom used, this form of Octillery will be acting as a powerful sweeper. The reason a Scope Lens is used is due to the fact that this Octillery has the ability Sniper, which triples critical hit damage instead of doubling it. The Scope Lens will be used to increase our critical hit ratio, meaning much more damage. It has maxed out HP and Special Attack because it's going to be used as a Sweeper, possibly in a Trick Room (horrible Speed), and needs to live as long as possible. Octozooka and Scald are there mainly for STAB, with Octozooka having a chance to decrease accuracy and Scald having a 30% chance to burn, crippling a Phys Attacker. Soak, however will be the main purpose of robbing Grass/Electric types of their STAB, opening them up to a super effective charge beam, which will buff up your Spec Attack even further. Best used in a TR team.

Anyone have thoughts or other useful movesets??

Moody has already been banned to Ubers, so it definitely won't play an epic boss role in the lower tiers.

Octillery's pretty much stuck with its old sets with nothing new except Scald.

I thought Pokemon with Moody were banned, period. Evasion Clause and all that. o.o

Plus if you're giving Octillery Surf, go for Modest, not Adamant. Get the most out of Surf if you're going to rely on luck.
 
Actually, on simulators such as PO, this Moody Octillery is still allowed, sometimes even encouraged.

And on the Surf set, my bad, I meant to put Waterfall. Derp..

Also, Scald isnt just the only thing new about Octillery. With thee introduction of Soak/Submersion, it robs Pokemon of it's STABs (with the exception of Water-types), which will be awesome, especially combined with Energy Ball/Charge Beam, but I chose Charge Beam because when it hits, it raises Sp Atk one stage.
 
Moody is banned in competitive play, but if it weren't, it combos well with Octillery, I think. I was going to suggest soak, but you're already there.
 
Well, Smogon Competitive play. As for official Video Game Championships events, it will most likely be legal in the 2012 season (As no Unova Pokémon have Moody, the 2011 season couldn't state their opinion on it) but other moves often banned by the fandom, such as the 1HKO moves, and items that raise evasiveness etc, are still allowed in official tournaments.
