togepi acts like misty

in the episode titled the fourth round rumble, about 7 minutes and 28 seconds into the episode, misty yells at brock to cheer for ash, not his opponent. but when she is yelling at him, togepi is flapping its arms and talking with an expression like it is scolding. now i have googled many different word combinations and tried to find even one mention of this detail, and also checked multiple pokemon- related sites, but i found nothing. and this is, in my opinion, something that should at least be metioned somewhere.
