Zapdos and Lanturn.

Everything else sucks, and this includes Rotom appliances.

This probably excludes 5th gen, but Zekrom will probably be decent. For ubers.

Electivire is hands down the best non-legendary Electric-type. Jolteon and Rotom's formes come after it. Everything else doesn't matter.

Plusle
Minun
Flaafy
Shinx
Elekid
Manectric
Pikachu
Pichu

Obviously by personal preference, not strength. And if the Pikachu evolutionary line doesn't count as three separate Pokemon, Lanturn's included.
