TR and Goldenrod City

Isn't it odd that when Team Rocket stormed Goldenrod, they didn't block off access to the PC or the Dept. Store?
 
Also, it's strange how Whitney just stays in her stupid Clefairy (AKA gym) throughout the entire period, despite the fact that Rockets are in her city and she's got the stupid cow.

In fact, I don't think anyone's dialogue changes despite the fact that their city has been taken over... I think that's strange.

Also, if the Pokemon Center was blocked off, if you flew to Goldenrod, you'd be stuck.
 
Well, the same goes for Lance wanting help on Mahogany, he is the fricking champion, why would he need help anyway? But..
 
One could guess they only had enough members to take over the radio tower, not the rest of the city as with Saffron.
Whitney... She probably didn't train enough since you battled her, so she wouldn't stand a chance.

Lance, he needed help to take care of multiple things at the same time to do things faster (there were evil waves playing, obviously the priority was destroying them ASAP) and to cover his back.

Why Petrel disguised himself as Giovanni and not some bystander though... actually that seems fitting enough for his character.
 
As we are addressing HGSS here, let me point some things out.

1. Dialogue does change
2. Whitney does try to help
3. There was no reason to block of the center or the store. Hell, they didn't even block the entrances to the town. All they needed was the Radio Tower.

And they never blocked access to the PC in Saffron either, so I don't get why this question is being asked now.

How does Whitney try to help? I don't remember that. I do remember one of the Gym trainers arguing with a Rocket grunt in front of the Gym (I assume he was trying to block the path)

Also, while you're wearing the Rocket outfit, both entrances to Goldenrod are being blocked by Rockets. They mysteriously disappear once Silver exposes you though. =S
 
Hmm... missed those two. But if you actually talk to the trainer and rocket, you'll see the gym trainers (and I assume Whitney) are trying to get out but TR is holding them back.

Except in HgSs, they are apparently being kept in by Rocket Grunts, and you see one of the Gym Trainers fighting them at the door.

Again, wrong since the people leading to the underground path do make comments on Team Rocket, and even show their disappointment about someone as young as the protagonist being a member when they see you disguised as TR.

Eh? My bad. I only played it in Japanese and couldn't tell the difference between their dialogue.
Sorry about that.
