Wheir are some good places to train Pokemon in their Thirties?

Like a Trainer who gives good experience?
 
You can re-battle the trainers in the restaurant every day... perhaps even twice or thrice a day (morning/night or breakfast/lunch/dinner) but I have not tried. It's all double battles though.
 
Restaurant? The one in the Riche Neighbourhood?

Also, wheir do you get the Lucky Egg (is their any way to get it besides catching a Chansey and hoping it has it)

If not, I wouldn't really worry as Chansey are amazingly easy to find in this game. Chances are you could easily get 6 Lucky Eggs in one day and that'll be you sorted for the rest of the game.
 
They are? I spent awhile looking for them, and found none.
 
In Route 210, past where the Psyduck block you to begin with, I couldn't get rid of them.

Does any Pokemon learn Thief at an early level?
 
I don't know about everyone else, but when Hikari gave me the choice of an item in her left or right hand, I got a Vs. Seeker after picking her right. Unless there's actually a difference between the items you get there, you should be able to train against whoever you want.
