training my shiny charmander

Just got a shiny charmander UT lv. 1 Jolly nature.
Fortunately he already knows Belly Drum, but how should I go about training him? I want to craft him to be the best with EVs as I can.

HP 12
Attack 6
Defense 5
Sp. Attak 5
Sp. Def 6
Speed 6

Those are clearly stats, and as such are not helpful to anyone.

Unless of course those are IVs, in which case that charmader is complete garbage.
