Tri Attack unfreezes?

Yesterday while watching Twitch Plays Pokemon (Stadium 2) I saw that a Tri Attack un-freezed a frozen target Pokemon. So I decided to try it on real hardware, and sure enough, Tri Attack thawed the target. I'm surprised nobody has known about this sooner. My theory for this is because Tri Attack has a 6.67% chance of Burning the target, the Tri Attack that would have normally burned unfroze the target. I haven't tried it in any other game, just Stadium 2. I could be wrong on the theory in terms of percent chance of thawing. This would make it the only non-fire move that can thaw out a target.
