Turning on Japanese text support?

Does anyone know how I can get Japanese text support for Windows 98? I used to have it, but then I had to do a full-reinstall, and now I don't remember how to re-activate it. I've looked on Google, but haven't found anything useful.

Can anyone please help?
 
Try to go to a Japanese site and Internet Explorer should prompt you to install Japanese language support... but Windows 98 is no longer supported by Microsoft, so you may not be able to download the required files.
