Chikorita kinda gets on my nerves, so I'll go with Turtwig. (Hes my first gen 4 starter :D)
 
Chikorita is okay, but Turtwig or actually Torterra is the best starter ever, so Turtwig definitely gets my vote.
 
I'm gonna go against the current and say Chikorita. In battle, these two pretty much suck and it's up to their evolved forms to duke it out (Meganium beats Torterra btw. But Torterra is more useful overall). So, it's really just a battle of cuteness, and Chikorita's got this down ine every way, shape and form here.
 
Even though I love Chikorita, and Fast Friend+Golden Mask really helps with EoS recruiting, I have to say Turtwig. I own three plushies of him, two figures, four cards and five game Turtwigs, and they are all awesome. Cute, loyal, strong, and I find his chomping-on-head-when-he-loves-you thing oddly adorable. Turtwig is the best Grass type in existence besides Shaymin and Bulbasaur. But both hold an equal place in my team and my heart...

Chikorita after seeing an specific gif animation from Creative Worlds that I can't find.

Or that it's cuter and has more personality. I find it quite of a "badass adorable", slashing with the leaf in the Crystal animation.

I don't know how Turtwig does in battle though, but I went through Johto with Chikorita and it did pretty well -- It landed the final blow on Lance.

Turtwig. I like Torterra's design better than Meganium's. It's better at competitive battling as well.

Turtwig. Swords Dance+Superpower=Win. Same goes for their evolutions.
Who has the best moves?
Turtwig. Superpower, Stockpile, Crunch... It's evolution gets better moves as well.
 
I hate both of them with the burning passion of one thousand suns Chikorita because I don't like other pokemon living on my starter's back.
