When I saw that no one has made a hierarchy of pokemon I decided to make one my self. Here it is in all its MS Paint glory.

I didn't include The Birds The Dogs The Regis The Lake Trio Ho-oh Lugia or Jirachi because I didn't know where they fit in.
Comments or feedback appreciated.

Edit: The reason Clefairy is with Palkia and Deoxys is beacause Clefairy was shown in the Kanto anime episode " Clefairy and the Moon Stone" to be from outer space

UPDATE: I have taken all of your advice and updated The Hierarchy here is the new version with The Birds The Dogs The Regis and The Lake Trio. I have also made it neater and easier to read.

For as long as time can tell, people have tried to make a hierarchy of legends. Unfortunately, they all disagree, and have their own theory of how the legends interact. Personally, I think ranking the legends is impossible save for a few instances. The birds are all under Lugia, the beasts are under Ho-oh, the Regis are under Regigigas, and Dialga/Palkia, along with the 3 Psychics are all under Arceus. Mew's place is severely debated, Celebi may have some connection with Dialga, Mewtwo is an artificial being with the power of a legend, Deoxys is a mutated virus with the power of a legend, and everything else seems to stand alone, except Latias/os are a pair, and Kyogre/Groudon/Rayquaza rule the spheres of the world.

Space is the absence of matter. Not just outer space, which is what you're thinking of. True, outer space has a lot of space, but there is also the space in the air around you, and even the space inside your body. This is the space Palkia controls. I am not convinced Cleffa, its family, Lunatone/Solrock, or Deoxys have any connection to it.

well it is the Space Ruleing pokemon so it should have something to do with space dont you think so?
I'm pretty sure that by "space," they mean "physical dimensional area in which things exist (including those things)" and not "near-perfect vacuum that contains astronomical objects." One could say that the former includes the latter, but there is a very large difference between "ruling the physical dimension, aka 'space'" and merely "ruling outer space."

Well you got a point there

lol, space not SPACE. Who rules the space bar then?

Anyways, as with many other anomalies (such as the existance of animals in the pokemon world), Nintendo will never explain. They will just release new regions with new legendary pokemon with new purposes that will further confuse people, prompting new theories and endless fanfics, and so on.
That's my opinion, anyway. : )

Giratina bears no significance to the creation of the Pokemon universe.

I beg to differ. Giratina is the ruler of reality, and possibly the creator of the Reverse World.

Deoxys, Mew and Mewtwo are what I class as the URBAN legendaries, belonging more to the realms of morden cryptozoology and pseduoscience as opposed to ancient myth and folklore. Mew would be the 'missing link', that common evolutionary ancestor that gets the amatuer scientist's knickers in knots, while Deoxys appeals to UFO nutjobs, and Mewtwo to paranoid conspiricy theorists.

I fully agree with Blackjack on this matter, I would hardly class Mew as an urban myth, nor Deoxys for that matter. I mean the pokédex entries ascribe a huge meaning and importance to it and it can learn every single machine move in the games. It also receives a huge amount of attention in the manga and the films, considering that everything that is canon proves and underlines it's importance I do not believe that it can be merely labeled as an urban legend or myth.

Ok, so I'm wrong about the Mew thing, but who says urban myth is any less than the classical type? I mean, urban myths are as much a part of our culture as traditional folklore, and is perhaps more viable because it directly realtes to the mondern day. So I stick by classing Deoxys and Mewtwo as Urban Legendaries. I'm just saying they're legends 'created' in a mordern age rather than hundreds/thousands/whatever years ago

Look up urban myth to see what it means, that's when you will understand the objections against that classification.

Hello, I just registered.

I put my creativity on a test and build my interpretation of "hierarchy of legendary Pokémon" with Microsoft Excel and this is the result.

Arceus is the "God Pokémon", enough said.

Lake and Dragon trios have very abstract and transcendental powers which leads them very next with Arceus.

Weather trio are the next level alongside with Cresselia, Darkrai and Mew. Weather trio has more comprehensible, down-to-earth powers. Cresselia and Darkrai have abstract powers, but in lesser magnitude than Lake/Dragon trios. I found it hard to decide where I should put Mew, but somehow I find it in this stage of hierarchy, with connection to Lake Trio.

The next level is pretty obvious. Shaymin controls flora and is connected to Mew. Heatran and Regigigas are connected to Groudon, Lugia and Manaphy are connected to sea, and thus, Kyogre. Ho-Oh, Latias and Latios are connected to air, and thus, Rayquaza. Celebi has time travel abilities that connect it to Palkia.

Final level is even more obvious. Regi-Trio from Regigigas, Bird Trio from Lugia, Beast Trio from Ho-Oh, and Phione from Manaphy.

I couldn't fit Jirachi, Deoxys and Mewtwo. It's debatable whether or not they belong this chart, since Jirachi and Deoxys have extraterrestrial origin and Mewtwo was DNA-modified clone of Mew. Feel free to discuss.

If the Regis are on there, Mewtwo should be on there. They were all created by humans.

Where do you get the Shaymin/Mew, Heatran/Regigigas/Groudon, Lugia/Manaphy/Kyogre, and Ho-Oh/Latias/Latios/Rayquaza connections? Especially the last one--oh, they all fly, they must have something deeper in common...yeah, that makes no sense.

I could see the Heatran one and the Shaymin ones with a long stretch, but the other connections are irrational and not there. I would suggest just removing those arrows stemming from Rayquaza.
